"Today's action also targets Mohammad Taghi Osanloo (Osanloo), the IRGC Ground Forces commander that oversees Iran’s West Azerbaijan province which includes the city of Mahabad. This is considered one of the IRGC’s most important commands. In recent days, the IRGC has deployed additional forces to Kurdish cities in Iran, including Mahabad, in response to the ongoing protests. Osanloo is being designated pursuant to E.O. 13553 for having acted or purported to act for or on behalf of, directly or indirectly, the IRGC."1
"Brigadier General Mohammad Taghi Asanloo is the commander of the Islamic Revolutionary Guards Corps (IRGC) Hamzeh Seyed Al-Shohada regional headquarters in Northwest Iran, responsible for the provinces of Kordestan and West Azerbaijan. Hamzeh Seyed Al-Shohada headquarters has the specific mission of suppressing unrest in the Kurdish regions in Northwest Iran. In 2022, under Asanloo’s command, IRGC troops in this area conducted military operations against protesters in the Kurdish region of Iran. In particular, from 15 November 2022, IRGC troops under Asanloo’s command conducted such operations against protesters in the towns of Piranshahr, Mahabad and Bukan. IRGC troops have used disproportionate force in these operations. According to NGO estimates, IRGC operations against protesters in the Kurdish regions have led to the killing of 42 people since 15 November 2022. As commander of IRGC troops in the region, Asanloo is responsible for violence against protesters conducted by his troops. He is therefore responsible for serious human rights violations in Iran."2
"Mohammed Taghi OSANLOO is an involved person within the meaning of the Iran (Sanctions) (Human Rights) (EU Exit) Regulations 2019 as through his role as Ground Forces Commander of the Islamic Revolutionary Guard Corps (IRGC) for the Hamzeh Sayyid al-Shohada headquarters in Northwestern Iran, he is or has been responsible for, engaging in, providing support for, or promoting serious human rights violations including violations of the right of life and violations of the right to freedom of expression and peaceful assembly. Through his role in the IRGC OSANLOO is also a member of an organisation that is responsible for the commission of serious human rights violations in Iran."3
