As the Canadian foreign ministry noted, the Council is “an entity that blocks meaningful participation in Iran’s elections by disqualifying candidates who do not align with the regime’s ideology and upholds laws that systematically violate the human rights of Iranians.”1
The U.S. sanctioned Rahpeyk under Executive Order 13876, which authorizes sanctions on officials appointed by the supreme leader. "Siamak Rahpeyk is a legal expert appointed by Jannati to the Guardian Council’s Central Committee for Election Supervision and as deputy head in charge of executive and election affairs," the U.S. Treasury Department noted. "Rahpeyk has justified the Guardian Council’s role to disqualify election candidates."2
