Shahsavari, Habib
"Brigadier General Habib Shahsavari is the commander of the Islamic Revolutionary Guard Corps (IRGC) Shohada ground troops corps for the province of West Azerbaijan. IRGC troops under his command conducted operations against protesters in the Kurdish regions of Iran. In particular, from 15 November 2022, such operations were conducted against protesters in the West Azerbaijan towns of Piranshahr, Mahabad and Bukan. IRGC troops have used disproportionate force in these operations. According to NGO estimates, IRGC operations in the towns of Mahabad and Bukan killed four and 12 people respectively. He is therefore responsible for serious human rights violations in Iran."1
"Habib Shahsavari (Shahsavari) acts as the IRGC Commander of the Shohada Provincial Corps in West Azerbaijan Province. Shahsavari also served as one of the deputy commanders of IRGC’s northwest Hamzeh Sayyid al-Shohada Headquarters. Shahsavari previously served as the commander of the IRGC’s West Azerbaijan Martyrs Corp, where forces under his command reportedly detained and tortured individuals in IRGC intelligence detention centers. His subordinates reportedly have shot and killed civilians in West Azerbaijan and Kurdistan."2

"Habib SHAHSAVARI (“SHAHSAVARI”) is an involved person within the meaning of the Iran (Sanctions) (Human Rights) (EU Exit) Regulations 2019 as through his role as Islamic Revolutionary Guard Corps (IRGC) Commander of the Shohada Provincial Corps in West Azerbaijan, Iran, he is or has been responsible for, engaging in, providing support for, or promoting serious human rights violations including violations of the right of life and violations of the right to freedom of expression and peaceful assembly, violations of the right not to be subjected to torture or cruel, inhuman or degrading treatment or punishment in Iran, violations of the right to liberty and security, including refraining from the arbitrary arrest and detention of persons in Iran. Through his role in the IRGC, SHAHSAVARI is also a member of an organisation that is responsible for the commission of serious human rights violations in Iran."4
