"Iran’s Minister of the Interior, Ahmad Vahidi, maintains oversight over all Law Enforcement Forces (LEF) deployed to subdue protests in Iran, including the ongoing protests over the death of Mahsa Amini. The LEF has used lethal force against protesters on multiple occasions in the past, making it a key instrument of the Iranian regime in its ongoing repression of its own people. The LEF’s actions have resulted in thousands of deaths, including at least dozens of casualties in the recent demonstrations against the Morality Police. In the past, Vahidi has warned Iranian women that the government’s security forces will penalize those “breaking rules” in reference to hijab compliance. Recently, Vahidi has explicitly threatened protesters who continue to challenge the regime and has defended the brutal actions of LEF officers in suppressing ongoing protests. Vahidi is being redesignated today pursuant to E.O. 13553 for being an official of the Government of Iran and being responsible for or complicit in, or responsible for ordering, controlling, or otherwise directing, the commission of serious human rights abuses against persons in Iran or Iranian citizens or residents, or the family members of the foregoing, on or after June 12, 2009, regardless of whether such abuses occurred in Iran. Vahidi was previously designated under E.O. 13382 on June 16, 2010, for ties to Iran’s nuclear and WMD programs. During his time as head of the IRGC’s Qods Force, the group’s external operations arm, Vahidi oversaw the bombing of the Argentine Israelite Mutual Association building in Buenos Aires, Argentina, which killed 85 people and wounded hundreds."1

" Ahmad Vahidi has been the Iranian Minister of Interior since 25 August 2021. As such, he is responsible for Iran’s Law Enforcement Forces (LEF). Since he took office, an unprecedented number of military and security officials have been appointed to provincial governorships who play key roles in coordinating crowd- control activities by police special forces, the Basij militia and the Islamic Revolutionary Guard Corps (IRGC). Blatant and severe human rights violations by the LEF, such as the indiscriminate shooting with live ammunition at peaceful protesters, including children, have been widely documented since protests surrounding the death of Mahsa Amini started in mid- September 2022. Over 70 protesters died and hundreds were seriously injured, including children. Since the beginning of the demonstrations, police forces have also arbitrarily detained numerous human rights defenders and journalists. Vahidi has also publicly advocated for a harsh approach towards persons participating in the demonstrations. He is therefore responsible for serious human rights violations in Iran."2 

"Interior Minister Ahmad Vahidi discussed expanding regime censorship in a speech on December 15—comments which the regime later denied that Vahidi made. Vahidi warned that an uncontrolled internet will destroy the minds and spirit of Iranian youth and that therefore 'cyberspace is becoming completely restricted.'"3

NOTE:

Canada has sanctioned IRIB, pursuant to the Special Economic Measures (Iran) Regulations, regarding Iran's "grave breach of international peace and security."4
